And now, he has arrived. INSTITUTO PORTO is the summary of many actions, which developed along very different paths. However, what was often called “lack of focus”, today I realize that it was simply “absence of boundaries”. We don't want the focus that limits and diminishes. We do not want the “place of speech” that impoverishes dialogues. We want the freedom to act, creating meeting environments for creativity to foster transformations through SOCIAL TECHNOLOGIES. Dealing with contemporary social issues is no longer the privilege of institutions and bodies traditionally responsible for diagnoses and action strategies. Public policies are increasingly – or should be – the result of proposals originating from community bases and social movements. This fact is due not to an autocratic decision but to the complexity of the social structure, which increasingly points to the need to articulate elements through the principles of self-organization and shared management.
Historically, social mobilization led to a decrease in public policies guided only by economic and party parameters, and gradually the third sector took over public services, seeking to promote social well-being through mostly voluntary and non-profit activities. In this context, social issues in all areas - health, education, environment, agriculture, food security, urban mobility, accessibility, human rights, gender - began to be faced by NGOs, even with public resources or with donations from companies and economic groups.
However, the current context points to a worldwide growth of creative industries, as a set of economic activities that use the creativity and skills of individuals and groups as primary inputs. And it is in this context that INSTITUTO PORTO is inserted, promoting the development and application of methodologies, techniques and products destined to the search for solutions to issues in all areas, articulating the research produced in different sectors of society, and establishing actions that directly serve social demands, having Education, Art, Culture and Empathetic Communication as generating elements of polyphonic dialogues.
The Porto Institute's general objective is to promote creative and transforming dialogues between the knowledge produced in the various socio-cultural segments, generating practical actions that lead to an effective application of processes. Dialogues must be transversal and include government agencies, the third sector, communities and companies, seeking solutions to issues ggeneral and specific aspects of a multicultural society – and one that seeks transculturality – privileging creativity and artistic, technological and media innovation. Education, especially EDUCOMMUNICATION, are vectors of access to realities and instruments for their transformation.
